Implementing Health Status-Based Risk Adjustment in an Employed Population

The CHR, the University of Washington, and the Washington State Health Care Authority conducted this two-year research and demonstration project funded by the Robert Wood Johnson Foundation. The project was designed to develop and implement a health status adjuster to enhance the HCA’s demographic risk-adjusted payment system for managed care plans that provide health care to Washington state public employees and their dependents. The model is based on demographic and diagnostic data from 190,000 members of six Washington state health plans. The study also was designed to develop the policy options and recommendations to the HCA for a smooth transition to the new payment model.
